In my organization, github PR threads and JIRA comment threads tend to be ignored or forgotten after their inception, and chat gets results right now. We also use Trello, Confluence, google docs, and of course email for some things. I think this sort of thing is common.

They all have their strengths and weaknesses, but it strikes me that a bigger barrier to productivity and strong organizational memory than interruptions is the overall dilution of information.

Sometimes I think that the narrowing of the available tools (channels for information), whatever the weaknesses of the chosen tools might be, would be wise.
